Each time Apple releases a new Mac (or iPad) they place previous generation stock up for purchase on their Certified Refurbished Store. And eventually, the current-generation models will become available – but only after some months of availability.
It is fair to assume that when you buy a previous-generation model you may miss out on significant new features. But in this case, the differences between the 2018 and 2019 MacBook Air models are very minor.
